Liderazgo polaco

2011 ha sido un año con escasos liderazgos a escala continental. El intergubernamentalismo se afianza. Preocupa que parte de la solución radique, precisamente, en la capacidad de erigirse más allá del marco nacional. Polonia ha sido la excepción en la Unión Europea.
